These days iOS App Development option is getting greyed out in the Apple Developer Portal. If this is the case with your developer portal also, don't get panic. Here are the simple steps to make that option enabled again.
Even I had this situation and I solved it (made it enabled) using the following steps.
1. Remove the expired development certificates from Certificates/Development.
2. Revoke the unused development certificates.
3. Now click on the + button and you are free to select the
iOS App Development option.
That's it. You should be now able to create a new provisioning. Take it as a trash cleaning in your developer portal :)
